Can you brief us on the project?

The project SIE involves the establishment of an information system of education, which enables an effective management and administration of 13,200 educational institutions, regional structures (AREF and Delegations) and the central administration.

The main objectives of this project are:

• Computerize the management of educational institutions for an individualized student management and effective and efficient management of human and material resources. 

• Improve the system for collecting information in order to consolidate all data into a unique national database (BDNE).

• To have interfaces to communicate and collaborate between the central administration and regional and local entities of the Department of School Education. 

• Improve the quality of the teaching / learning with the implementation of an e-learning platform in multimedia rooms.

• Provide a system for decision support in order to ensure a good governance of the education system.

What are the challenges / difficulties encountered during the implementation of these projects?

The main challenge of this project is to ensure the adherence of directors of institutions to the project. Indeed, the implementation of a new information system involves major changes, particularly in procedures: change management becomes then a crucial element in the success of such a project.

Moreover, the solution relies on local bases at schools that should synchronize with the national database, which requires an internet connection. The insufficient level of internet coverage (3G, ADSL) at schools also represents one of the main difficulties encountered in this project.

What are the main achievements of the projects?

The implementation and deployment of the SIE project is divided into two lots:

• A V01 version that includes the national database "Student" and the management institutions module. This version is deployed initially in 700 pilot schools.

• A version 02 which includes a functional enrichment on both modules deployed in version 01 as well as setting online the SIE portal and the school card portal for citizens (students, parents ...).

What are the benefits for citizens / businesses / administrations?

For Administration:

• Individual student monitoring and better visibility on the school career.

• Provision of tools for decision support at all governance levels.

• Optimization of Steering and resource allocation.

• Improving collaboration between actors of National Education (Ministry, AREF, delegations, institutions, and partners).

• Facilitating the development of e-learning.

For Citizens:

• Easy access to information (transcripts, certification of schooling ...).

• Development of interaction between students / parents and teachers.
