 Context

The Management of Human Resources (GRH) at the level of the DES presents a strategic challenge of modernisation and reform of the entire sector. As information system is the keystone of this management, several studies have been conducted by the DES leading to the launch of the structured SIRH programme (Human Resources Information System). This programme includes the following projects:

  • The MASIRH project
  • The Movement project
  • The GPEEC project

Aims

  • Implementation of the GRH portal
  • Establishment of a central information system used by different bodies of the GRH
  • Devolution / Decentralisation of the GRH
  • Motivation and mobilisation of personnel through the rapid and efficient processing of dossiers and access to information
  • Provide unduplicated, trustworthy and accessible information forming a decision-making tool for top management

Expected benefits

  • Reduction of data processing time (recruitment, transfers, layoffs)
  • Standardise use of the SIRH through new procedures
  • Control GRH activity

Achievements

January 2011

  • Implement pilot site for level 1 (last quarter 2010)
  • Implement staff regulations 
  • First batch of texts related to decentralisation
  • Establish national data centre
  • Equipping educational establishments, provincial delegations and the AREF (Regional Education and Training Academy)

January 2013

  • Generalisation of the level 1 implementation over 2 years from 2011
  • Implement pilot site for level 2 during the last quarter of 2011
  • Generalisation of the level 2 implementation over 2 years from 2012
  • Second batch of texts related to decentralisation
  • Generalisation of equipment for educational establishments
